Applications are invited from the eligible candidates for recruitment to the post of Driver Operator in Andhra Pradesh State Disaster Response & Fire Services Department. The number of vacancies indicated below is only provisional and is liable to alteration.

2. This recruitment to the posts mentioned above is being made as per the Rules issued by the Government of Andhra Pradesh in G.O.Ms.No.568, Home (Prisons-A) Dept., dt.24-11-1992 and G.O.Ms.No.98 Home (Prisons-A) Dept., dt.12-5-2008. The Government of Andhra Pradesh accorded permission for filling up (55) Driver Operator posts vide G.O.Ms.No.110 Finance (HR.1 Plg.&Policy) Dept., dt.17-6-2016 and Govt.Memo.No.25023/13/2017-P&F of Home (Prisons & Fire) Dept., dt.28-8- 2018. Government also accorded permission for filling up (30) Driver Operator posts vide G.O.Ms.No.153 of Finance (HR.1 Plg. & Policy) Dept., dt.19-09-2018 (Total: 55+30=85) and Govt. Memo.No.POLCODGPE(RECR)/1/Ser.IV/2018 of Home (Prisons & Fire) Dept., dt.25-9-2018 and as per the letters Rc.No.3384/Estb/2017 dt.27-04-2017 and 09-10-2018 of the Director General, State Disaster Response & Fire Services, A.P., Vijayawada. The recruitment shall be made as per the provisions of  “The Andhra Pradesh Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order, 1975” and further amendments thereon.

3. The rule of Special representation (reservation) i.e., BC-A, BC-B, BC-C, BC-D, BC-E, SC, ST and Ex.Servicemen provided in Rule 22 of A.P. State & Subordinate Service Rules, 1996 will be applicable. Pertaining to Backward Classes (paras 4 & 5)

4. Relaxation in upper age limit (as given in para 7 (b) and / or reservation to ‘BC-E group’ or ‘any category in BC-E group’ will be subject to the adjudication of the litigation pending before the Honourable Courts. However relaxation in upper age limit (as given in para 7 (b) and / or reservation to ‘BC-E group’ is applicable to first to the 14 categories of BC-E group as per interim order on 25-03-2010 in Civil Appeal No(s). 2628-2637 of 2010 of Hon’ble Supreme Court of India. The castes mentioned in Sl. No. 15 are treated as ‘OC’ category (List is available in page 3 of the application form).

5. Government have issued G.O.Ms.No. 3, Backward Classes Welfare (C2) Department dated 04-04-2006 and G.O.Ms. No. 26 Backward Classes Welfare (C) Dept., dt- 09.12.2013, laying down the criteria to determine Creamy Layer among Backward Classes in order to exclude from the provisions of reservations. Government of Andhra Pradesh has adopted all the criteria to determine the Creamy Layer among Backward Classes as fixed by the Government of India. The Government of Andhra Pradesh have fixed the annual income limit at Rs. 6,00,000/-.

a) The candidates belonging to Backward Classes should submit the Community certificate in the format given in Annexure - II to avail relaxation in age. The certificate must have been issued by the competent revenue authority in terms of G.O. Ms. No. 58 SW (J) Dept., dated 12-05-1997.

b) Only those candidates belonging to Backward Classes who do not belong to ‘Creamy layer’ as defined in G.O.Ms.No. 3, Backward Classes Welfare (C2) Department dated 04-04-2006 and G.O.Ms. No. 26 Backward Classes Welfare (C) Dept., dt- 09.12.2013 will be eligible to avail reservation. They should submit the certificate in the format given in Annexure - III regarding their exclusion from the Creamy Layer from the competent authority (Tahasildar) along with the Community certificate in the format given in Annexure - II.

 c) Candidates belonging to Backward Classes who belong to ‘Creamy layer’ are eligible to avail relaxation in age but not the quota for reservation. They should submit the Community certificate in the format given in Annexure - II. In case of failure to produce the Non Creamy Layer Certificate on the day of verification of Certificates, the candidate’s candidature will be considered under “Open Competition”, if otherwise eligible, and the status cannot be changed later, at the candidate’s will or choice, in any case.

6. The requisite educational qualification, age, physical standards, procedure to be followed for selection etc are given below. The candidates must read the instructions given in this notification as well as “instructions for filling the application form” carefully in their own interest.

7. Eligibility Conditions: 

(a) Age Limit: Government vide G.O.Ms.No.181 Home (Services.IV) Dept., dt.16- 11-2018 issued orders enhancing upper age limit by two years as a onetime measure for certain categories including Driver Operators. Accordingly, the upper age limit is enhanced as a one-time measure for this recruitment only.

i) A person who is a local to Andhra Pradesh State and also working in Andhra Pradesh Police Department as on date of notification, has been on duty as Home Guard for a minimum duration of 360 days within a period of two years and who is still continuing his service as Home Guard, must have attained the age of 18 years and must not have attained the age of 32 years as on 1st July, 2018 i.e., must have been born not earlier than 2nd July, 1986 and not later than 1st July, 2000.

ii) in the case of all other candidates, must have attained the age of 18 years and must not have attained the age of 30 years as on 1st July, 2018 i.e., must have been born not earlier than 2nd July, 1988 and not later than 1st July, 2000.

(b) The upper age limit prescribed in para (a) above will be relaxable as under;

i) upto a maximum of five years if a candidate belongs to a Backward Class or a Scheduled Caste or a Scheduled Tribe.

 ii) Length of regular service limited upto a maximum of five years if a candidate is an employee of A.P. State Government (Employees of APTRANSCO, Discoms, APGENCO, APSRTC, Corporations, Municipalities, Local bodies etc. are not entitled for age relaxation).

iii) Three years in addition to the length of service rendered in the Army, Naval or Air Force of the Union for the candidates who served in the Army, Naval or Air Force of the Union.

iv) Three years in addition to the length of service rendered as a whole time Cadet Corps Instructor in NCC provided the candidate rendered a minimum service of 6 months as a whole time Cadet Corps Instructor in NCC and he has been released from NCC.

v) upto a maximum of three years if a candidate is a retrenched temporary employee in the State Census Department with a minimum service of 6 months during 1991 Save as provided above, the age limits prescribed can in no case be relaxed.

NOTE: - The date of birth accepted by the SLPRB is that entered in the Secondary School Certificate or Matriculation or an equivalent examination certificate. No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted.

(c) Minimum Educational Qualification: 

(i) The candidate, as on 1st July, 2018, must have passed SSC or any other examination recognised by the State Government as being equivalent to SSC.

(ii) Must possess current and clean Heavy Motor Vehicle License which must have been valid for a minimum period of two years as on the date of Notification. Note: The candidates who possess higher qualification than the prescribed one will also be considered for selection on par with the candidates who possess the prescribed qualification.

(d) Physical standards: The candidates should meet the following requirements:-

Men: 

a) Height: Must not be less than 167.6 cms.

b) Chest: Must not be less than 86.3 cms round the chest on full inspiration with a minimum expansion of 5 cms.

NOTE : In the case of the candidates belonging to Scheduled Tribes and Aboriginal Tribes in the Agency areas of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari and West Godavari districts, they should meet the following requirements:-

Men: 

a) Height: Must not be less than 164 cms.

b) Chest: Must not be less than 83.80 cms round the chest on full inspiration with a minimum expansion of 5 cms.

(e) Medical Standards: 

a) Eye Sight : Visual Standards required for the above selection shall be as follows: Right Eye Left Eye

 (i) Distant Vision -- 6/6 6/6

 (ii) Near Vision -- 0/5 0/5 (Snellen) (Snellen)

 iii) Each eye must have a full field of vision.

 iv) Colour blindness, squint or any morbid condition of the eye or lids of either eye shall be deemed to be a disqualification.

b) The candidate should possess sound health and be free from any bodily defect or infirmity which will render him unfit for police service.

c) Candidates who have the following ailments or defects will not be considered for recruitment to any post specified in this rule

i) Physically handicapped

ii) Knocking-knees, pigeon chest, flat foot, Vericose veins, Hammer toes, fractured limbs, decayed teeth, stammering, hard of hearing and abnormal psychological behaviour

NOTE : In order to prevent disappointment, candidates are advised to have themselves examined by a Civil Surgeon before applying for the examination to ensure that they meet the prescribed Physical and Medical Standard.

8. Application forms: Candidates must apply in the Application Form which can be purchased from the Office of the Superintendent of Police of the concerned District against cash payment of Rs. 10/- (Rupees ten only) between 10.30 A.M. to 5.00 P.M. from 29-01-2019 to 06-02-2019 on all working days. Applications obtained from any other source or xerox copies thereof will not be accepted.

9. Application forms may be purchased by anyone other than the candidate also. There will be no restriction on the number of applications sold to each individual.

10. Eligible candidates should submit the application form (duly filled in) along with the copies of the necessary certificates at the Office of the Superintendent of Police of the concerned District from 29-01-2019 to 07-02-2019 on any working day in between 10.30 A.M. to 5.00 P.M. The candidates should appear and submit the application in person and should not send their applications either by post or through their nominee and obtain acknowledgement from the Superintendent of Police concerned and should produce the acknowledgement at the time of appearing for the verification of Physical standards. Applications received by Post/Courier or through other than candidate shall not be considered.

11. A prescribed fee of Rs. 25/- (Rupees Twenty Five only) in cash should be remitted at the time of submission of each application form. Demand Drafts, Cheques, Indian Postal Order etc., will not be accepted. SC/ST candidates are exempted from paying this fee.

12. Applications submitted after 5.00 P.M. on 07-02-2019 will not be accepted. Incomplete applications or applications without prescribed enclosures also will not be entertained.

CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION: 

a) The candidates applying for the above posts should ensure that they fulfil all eligibility conditions. Their admission at all the stages of the examination will be purely provisional and subject to satisfying the prescribed eligibility conditions.

b) Mere submission of the application by the candidate will not imply that his candidature has been finally cleared by the Department.

c) The Director General, State Disaster Response and Fire Services, A.P. will take up verification of eligibility conditions with reference to original documents only after the candidate has provisionally qualified.

13. Selection Procedure/Scheme: - 

The Selection Procedure/Scheme of the Exam will be as follows: 

A) Physical Measurements and Driving Tests: 

The Chairman of the Selection Committee will scrutinize the applications received and conduct the Physical Measurements and Driving Tests to the eligible candidates at the following venues on 12-02-2019 at 08.00 AM (Tentatively) noted against each District along with the members of the Committee constituted vide AnnexureIII,  of G.O. Ms.No.104, Home (Prisons-A) Dept., dt.04-05-2006.

Driving Test may be held on subsequent dates also depending on the number of candidates after verification of Physical measurements. Candidates should make their own arrangements for their transportation, boarding, stay etc., during the selection process. Selection Committee will not entertain any representation of the candidate who fails to attend the Selection Process.

 B) DRIVING TEST: 

(i) Candidates possessing minimum physical standards will be required to appear for a Driving Test. They must qualify in the Driving Test carrying a maximum of 100 marks in (8) parameters mentioned below out of which at least (50) marks must be obtained. If a candidate secures less than the prescribed minimum marks in (3) or more parameters, he should be deemed to have failed in the test, even though he secures pass marks in the aggregate.

 C) Selection: The final selection will be strictly on relative merit of the candidates in each category, as obtained by them based on their score in the Driving Test and as per the provisions of “The Andhra Pradesh Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order, 1975” and G.O. (P). No. 763, General Administration (SPF.A) Dept., dated 15-11-1975 as amended from time to time. As per G.O. Ms. No. 8 General Administration (SPF.A) Dept., dated 08-01-2002 while filling up the vacancies, the first 20% of posts should be filled following combined merit list of locals and non-locals and thereafter, the remaining 80% of the posts shall be filled up by locals only.

D) Preference: When two or more candidates in a particular category obtain equal marks, preference will be given to the candidate who was born earlier.

14. Reservation to local candidates: Reservation to local candidates is applicable as provided in the Rules and as amended from time to time as in force on the date of notification. The candidates claiming reservation as local candidates should enclose the required Study certificates (from VII class to X class (or) from IV class to X class, in case he/she is not studied from VII class to X class in one particular district). Residence Certificate in the proforma should be enclosed for those candidates who have not studied in any Educational Institutions. According to Order of President of India, G.S.R.1350(E), dated: the 30th October, 2017 published in the Gazette of India, Extraordinary, Part-II, Section-3, Sub-Section (i), in the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975, candidates who migrate to any part of the State of Andhra Pradesh from the State of Telangana within a period of five years from the 2nd day of June, 2014 shall be regarded as the local candidate in the State of Andhra Pradesh at the place of his residence and be treated at par with the local candidates residing in that area, in accordance with such guidelines as may be issued by the Government of Andhra Pradesh for the purpose of employment. Modalities for the same are given by the Government of Andhra Pradesh vide Circular Memo.No.4136/SPF&MC/2015-13 dated 20-11-2017. Candidates who are covered by this order will be required to submit necessary certificate as per the instructions given by the Government of Andhra Pradesh at the time of submission of application form. Page 9 of 19 Definition of local candidate: (i) “Local Candidate” means a candidate for direct recruitment to any post in relation to that Local area where he/she has studied in Educational Institution(s) for not less than four consecutive academic years prior to and including the year in which he/she appeared for SSC or its equivalent examination. If however, he/she has not studied in any educational institution during the above four years period, it is enough if he/she has resided in that area which is claimed as his/her local area during the above said period.

(ii) In case the candidate does not fall within the scope of the above it will be considered if he/she has studied for a period of not less than seven years prior to and inclusive of the year in which he/she has studied for the maximum period out of the said period of seven years and where the period of his/her study in two or more local areas are equal such local area where he/she has studied last (in such local area) will be taken for determining the local candidature. Similarly, if he/she has not studied during the above said period in any Educational Institution(s) the place of residence during the above period will be taken into consideration and local candidature determined with the reference to the maximum period of residence or in the case of equal period where he/she has resided last.

(iii) If the claim for local candidature is based on study, the candidate is required to produce a certificate from the Educational Institution (s) where he /she has studied during the said 4 years period i.e., from VII class to X class (or) 7 years period i.e., from IV class to X class, in case he/she is not studied from VII class to X class in one particular district in Annexure-III (A). If, however, it is based on residence, a certificate should be submitted as prescribed in Annexure-III (B) obtained from an officer of the Revenue Department not below the rank of a Mandal Revenue Officer in independent charge of a Mandal.

(iv) If, however, a candidate has resided in more than one Mandal during the relevant four/seven years period but within the same District separate certificates from the Mandal Revenue Officers exercising jurisdiction has to be obtained in respect of different areas.

Note: 

a) Single certificate, whether of study or residence would suffice for enabling the candidate to apply as a “Local Candidate”

 b) Residence certificate will not be accepted, if a candidate has studied in any educational institution upto SSC or equivalent examination. Such candidates have to produce study certificates only invariably. The candidates, who acquired Degree from Open Universities without studying SSC/Matriculation or equivalent in educational institutions, have to submit residence certificate only.

15. Home Guard – A person who is a local to Andhra Pradesh State and also working in Andhra Pradesh Police Department as on date of notification, has been on duty as Home Guard for a minimum duration of 360 days within a period of two years and who is still continuing his service as Home Guard under this category.

16. Candidates who claim reservation as Ex.Servicemen should satisfy the conditions mentioned in Rule 2 (16) of A.P. State and Subordinate Service Rules and having the necessary certificate from the competent authority.

17. The selection of the candidates will be provisional and subject to verification of the original certificates, antecedents and medical examination.

18. Antecedents verification: No person shall be eligible for appointment to any service by direct recruitment unless he satisfies the selection authority as well as the appointing authority that his character and antecedents are such as to qualify him for such service.

19. Suppression of material facts or withholding any factual information in the attestation form (which would be supplied to the candidates who will be provisionally selected) will disqualify the candidate from being considered for appointment. In the event of any information being found false or incorrect or ineligibility being detected at any time even after appointment, he will be discharged from service forthwith by the appointing authority without giving any notice.

20. Time limit for submission of attestation forms (or) other relevant documents (or) attend medical examination (or) join the training: The candidates who are provisionally selected for any one of the post specified in this notification will be asked to submit an attestation form, produce other relevant documents and attend medical examination on a specified date. The candidates who become eligible to be sent for training will be asked to join the training on a specified date. If any candidate fails to respond and fails to submit the necessary form or document or attend the medical examination or join the training on a specified date, his / her provisional selection may be cancelled without prior notice to the candidate

21. Scale of pay: Rs. 21230 - 63010 (RPS-2015) and Special Pay of Rs. 500/-.

22. The employees who are appointed on or after 01-09-2004 are covered by the Contributory Pension Scheme. The existing Pension Scheme as per A.P. Revised Pension Rules, 1980 will not be applicable to them.

23. Check List 

1. The candidates are requested to check their eligibility carefully and fill in all the relevant columns in the application form.

 2. Copies of the following documents duly attested by Gazetted Officer must be enclosed in support of the information given in the form where necessary. Failure to enclose the same will lead to rejection of the application form.

i) Secondary School / Matriculation certificate or equivalent certificate recognized by the State Government on the date of notification in support of the date of birth.

 ii) Educational qualification: Secondary School / Matriculation certificate or equivalent certificate recognized by the State Government on the date of notification.

iii) Community certificate, if the candidate claims reservation and / or age concession by virtue of belonging to any community. The certificate must have been issued by the competent revenue authority not below the rank of Mandal Revenue Officer or equivalent.

iv) Copy of the Driving Licence with details of possessing Heavy Driving Licence.

v) Certificate from the competent authority in respect of State Government employees / those who worked in the Armed Forces / NCC Instructors claiming age concession.

vi) Home Guard service certificate from the Unit Officer in the prescribed format given in Annexure-I claiming age concession and it should be obtained on or after the date of notification. The certificate obtained before the date of notification is not valid and will not be entertained.

vii) Certificate of Proof of Local Scheduled Tribe Candidate in the Scheduled Area from the competent authority in respect of candidates belonging to STs and aboriginal tribes in the Scheduled Areas who have claimed relaxation in physical measurements.

viii) Ex-Servicemen certificate, etc., wherever applicable.

ix) Study certificate issued by the School authorities or Residence certificate issued by M.R.O. (Annexure - IV (A) or Annexure - IV (B)). 24. The Board will not entertain any correspondence from any candidate
